Congress Reintroduces the American Dream and Promise Act Amid Trump’s Mass Deportation Push
FEBRUARY 26 2025
The bill offers pathways to citizenship for long-settled undocumented immigrants like Dreamers and TPS holders
Washington, D.C. – Today, Congresswoman Sylvia Garcia (D-TX-29) will lead the reintroduction of the American Dream and Promise Act of 2025, alongside a bipartisan coalition of lawmakers. This bill would provide a pathway to citizenship for Dreamers, Temporary Protected Status (TPS) holders, and Deferred Enforced Departure (DED) recipients—long-settled immigrants who contribute to communities across the country.

As Trump attempts to end Temporary Protected Status for more than a million people and turbocharge his mass deportation agenda—demanding up to $350 billion from Congress to militarize communities, ramp up raids, and separate families—lawmakers and advocates are rejecting this cruelty and instead calling for balanced immigration solutions. The Dream and Promise Act reflects the will of the American people, who overwhelmingly support pathways to citizenship over mass deportations.
Statement from Beatriz Lopez, Co-Executive Director of the Immigration Hub:
“We commend Congresswoman Sylvia Garcia and other lawmakers who today are reintroducing the Dream and Promise Act. This bill is a crucial step in the right direction, as it revives the balanced solutions that Americans overwhelmingly support. A pathway to citizenship for Dreamers, TPS holders, and essential workers isn’t just long overdue—it’s good for our economy, our communities, and our nation’s future. These individuals are essential to our workforce and society, yet they remain stuck in legal limbo despite their deep roots and contributions.
“As Trump pushes a mass deportation agenda designed to rip families apart and destabilize communities and industries, lawmakers must follow the blueprint this bill represents: a popular and pragmatic solution. Now more than ever, investing in our families and providing a path to citizenship is essential to countering Trump’s undemocratic attacks. Congress must seize this moment and turn broad public support into lasting policy.”
